Is there a way to permanently have this? If not how do the tokens work?

Lifetime is only accessible at special times of the year, usually around December.

You simply buy tokens then use the tokens to actually but the cheats with. This system is so you can buy multiple months in a row (at a discount) while still being able to change your selection in one month intervals.
